Village Baxter is an independent, non-profit Charity, dedicated to providing affordable accommodation, and compassionate, personalised, and inclusive high-quality care, and services for older people, in a community where every person is cared for, valued, and encouraged.

Message from the Chair, Stuart Shaw, and CEO, Kim Jackson.

A good Strategic Plan reflects an organisation’s values through clear priorities that address both the opportunities and challenges of its environment.

In preparing our plan to guide our next chapter, we reflected on the extraordinary last 5 years. It has been evolutionary and revolutionary time for the Village. The impact of the pandemic, social, generational and workforce change along with the Aged Care Reforms and rapid expansion of government funded home based care options have changed the foundation of the way aged care services are structured and delivered and we have had to respond.

As we begin 2026 and our 40th year, we are stronger, more flexible and able to be responsive to the evolving needs of older people, the growing complexity of funded aged care programs, the challenges of providing affordable and varied retirement living options, and meeting the expectations of those who live, work, and partner with us.

We are deeply proud of our progress, future plans, sector advocacy, and ongoing commitment to excellence in care, service, and village life, however, there is still more to do.

Our new Strategic Plan 2026–2030 guides our progress with priorities in three core areas: sustainability and viability; accountability and leadership; and increasing engagement to improve our services and environments

By pursuing these goals, we will ensure Village Baxter remains sustainable, innovative, inclusive, and resilient - where every person is cared for, and every person is valued.
